Why is my aunts Pekingese growling at my cousin ?

when she tells him to do something he growls but when my aunt does he does it

It could be the manner in which she is talking to him...Have her try a calmer but still meaningful voice. Has she ever abused him? Pekes tend to bo a "one person" dog, listening only to the person they decide is their one person...Without being outright abusive, don't let him get away with the growling..Try a local obedience class like the ones at Pet Smart etc...He sounds a little spoiled! :)

It is a dominance issue.  The dog thinks that he is above your cousin and below your Aunt.  Have your aunt correct the dog whenever he growls at your cousin.  You do not say how old your cousin is so I cannot make any recommendations there.
