Why is my cockatiel attacking everybody but actually looks like he is mating while sitting on my sisters hand?

my cockatiel was born in february and it has happened 3 times now in the last few days same routine and same person holding him each time does he think he is in love or what is this normal?

Birds have a tendency to pick a favorite person, he might have decided your sister is a favorite person. If he rubbing and twitching his tail on your sisters hand that is a mating behavior. You might try and distract him.

That isn't normal behavior for cockatiels.  You should probably get another female cocatiel for him.
