  1. basically since it is a bathroom maybe some water got behind the paint or the wall was not properly prepped , using primer was a good idea but the walmart  finish coat was not. take the walls now and wash them down with mild soap to get mildew off or just to wash them. then take 120 grit sandpaper and scuff the walls just enough to dull the walls up wipe them down with a damp but not wet rag to get dust off wall. then prime after priming sand the primer to get the high points or just stuff that my have got on the wall . then get a real good bathroom paint that is made for bathrooms this may be a lot more money than 27 bucks but worth it.

  2. If you used an oil base primer with a latex paint on top it would peel. The walls also have to prep well in a bathroom. Also too much moisture could be the culprit as well, if the walls did not have sufficient drying time. You can go to DIY.com and do a search on painting bathroom walls, they even have video's you can watch.
