could be hitting growth spurts differently, if you are circumcised it could be you had more skin removed and it's holding the size back

Boys' penises start to get bigger at different times.  The time for growth changes between different boys, even if they're related.  Your p***s is probably still small because your body's programming says it's not time for it to grow yet, even if you're older that your brother(s).  Even if your p***s starts to grow bigger later than other boys, it means nothing about whether you're growing right, or what kind of man you're going to be.  Boys all make their own individual path through this stage in their lives, and reach the goal fine, independent of variations.

It's genetics.  And we all start puberty at different ages.  Those two reasons are enough to account for any difference in size if the two of you are close in age.

I'm guessing that he's younger than you. He might have started puberty before you, or it just happened that his turned out bigger. Everybody is different and you can't expect to be the same as your brother.
