Why is my phone saying all circuits are busy please try again later?

every time i try to call me voicemail it does the beeping tone and says all circuits are busy and my husband and i use the same phone company which is at&t on the same line and i try to call him and it does the same thing? why is it doing this?

restart your phone.

if that doesn't work, take out your sim card for 20 seconds and then try to call again.

I used to have that problem before I got rid of my AT&T account, but I just waited an hour or so and it would be back on. It happened probably once a week.

This happened to me recently, I have AT&T. I called their support line and they reset my profile.
