  1. Another problem might be high alkalinity.    Get some Ph reducer and dump a whole load of it in the deep end of the pool, or the center if it is round.    Your pool dealer should be able to tell your how much you need for your size pool.   Good luck.

The most common reason would be an accumulation of combined-chlorine (chloramines) in your pool.  Even with proper pH and enough free (active) chlorine, the presence of chloramines can inhibit the sanitizing action of the free chlorine.  With your test kit, you should get an immediate reading for free chlorine, then after waiting a minute or two (depending on your kit) you get a 2nd reading for total-chlorine.  The difference is the chloramines, and a high ratio of chloramines to free-chlorine means its time to 'shock' your pool.  Another indicator that chloramines have built up is a distinct 'chlorine' odor; a properly chlorinated pool with little or no chloramine built up will have very little of that smell.

    The 2nd possible cause is an accumulation of cyanuric acids.  This chemical is added to some chlorine products as a stabilizer.  It inhibits the action of chlorine keeping it in your pool longer.  But at high concentrations it can so totally block the action of the chlorine that your pool gets cloudy anyway.  The only solution to that is to drain or partially drain the pool.

    The 3rd possible cause is a malfunctioning filter.  That is probably the easiest to check.  Make sure the filter elements look reasonably clean and clear of debri.  Backwash or clean the filter elements as directed by the filter's manual.
