Why is my scarlet mccall pulling out his own feathers?

Question

So he is 27 years old which i am told is still young for a mccall, i just got him a week ago and he was almost completly bald on his body, the previous owner said he did it him self. So i'm wondering why and will he continue to do it and if so how do i get him to stop?
