Why is national assembly important to Cambodia?

Ofcourse it looks like it does not make any difference. With National Assembly elect by the people to represent them, while the status quo government still holding it grips to the whole nation.

But still through time the system still hold and might reform to a new, fresher government. When all of what it was powerful now would be no more then.
