  1. check on the current of the Atlantic ocean and the jet stream

Halifax have been getting a lot of weather coming in from the states whether  coming in from Ontario way or up from Texas

norway get their weather from the ocean side

  2. The reason is the Atlanic conveyor, of "Gulf stream". The air is heated by the warm water, but that is only half of the story. Possibly more important is that the air is moist, and upon condensing it releases the heat of evaporation. The tempreature differences between western wet winds and dry eastern winds may be more than 50 deg F in the winter.

  3. air & water currents.  norway (and not all parts as norway isn't a tiny country), lies off the atlantic coast and subject to the atlantic currents both in air & water.  this is why london, while it experiences cold snaps, often doesn't experience the bitter cold as other parts of england - some quite close to the london area.  as they say in real estate :  "location, location, location".
