Why is over 19 billion dollars that the USA gave Iraq to rebuild their country wasted and unaccountable for?

Why doesn't someone tell President Bush that he should provide decent federally subsidized housing for our soldiers who have been wounded and will be handicapped for the rest of their lives? I am going to write an editorial to the Tampa Tribune about this because Central Command for Iraq and Afghanistan is at MacDill AFB in Tampa. I wish you could hear my Dad's Memorial Day speech about homeless veterans and how many homeless veterans there are in the USA. Why is the USA wasting so much money to make amends for destroying the infrastructure of Iraq when Iraq does not appreciate it and there is no telling what happened to over $19 billion dollars? This much money could do a lot for our American soldiers now in Iraq and Afghanistan, and the soldiers back home in the USA who the government will have to take care of for the rest of their lives because of their serious war injuries. Remember our troops on Memorial Day. God bless your day. God bless America.

End of car bombs in Iraq. Gove Subsidised Electric cars.

Maybe Vets could get money for homes through Employment in Companies funded through loans from Banks made to Sewer and Garbage Workers to set up a company which would put both to use as an alternate energy source. Those who are disabled might still find non physical work in the company. Veterans sometimes set up gun shops or Auto Shops but these might be good as well. Non Prolif Agreement with Iran on Gas powered cars to dismantle in both countries could help.
