Because on one side you have the Pacific Ocean while on the other side of the country you have the Altantic Ocean.

Fishing for fresh fish can only be found in the waters of the Pacific Ocean.

Don't really know why, I guess it's because of Panama's geographic position, contacting both ocean: Pacific and Atlantic ocean, also it has a lot of rivers. Because of all this features, theres a lot of competition like fishing, cayuco race, and other water sports. The sea food is also very abundant in Panama.
