Simple, water is transparent, but it reflects the color of the blue sky, if the sky is clear blue then the sea would be blue in color. On a rainy cloudly day the sea would be grey, since the sky is cloudly and grey, so the sea reflects the color of the sky!!!!

to those who answered that it reflects the sky, it's a misconception. The ocean doesnt reflect the sky! do you see the ocean turn orange during sunset?? the ocean is blue because of the composition of water. When light passes through water molecules, it refracts, thus u see blue. the reason why some parts of the ocean are green (like coral reefs) is because of plant life found at the bottom.

light is filtered as it enters water... the blue color is the one bounced back that is why it is the color we see
