Why is tesco not in countries like Spain, Italy etc, when they are practically everywhere else in Europe?

I would love them to come to Spain, do you think they ever will. Do you think as they are in alot of Eastern Block countries that they get local government help to establish themselves there because they are bringing valuable work to these countries whereas Spain, Italy Germany etc are rich enough they don't need them?
