Why is that the forecast of climate often fail?

Meteriology has not developed to that level it seems. In India if the forecast is that there will be rain, then it is almost defiite that it will be a sunny weather!

The problem is that the weather is a chaotic system (in the mathematical sense) so it is literally impossible to predict exactly what will happen tomorrow or next week even if you know exactly what is happening in the atmosphere right now. Meteorologists can only make an estimate of what is most likely to happen, which is sometimes wrong.
