  1. Heritage quest has not finished transcribing it. The census was completed and is available from NARA or on ancestry.com.


  2. I have no idea why you think it is partial.  It might be the site you are accessing (maybe a transcription?).  The original pages are all out there via ancestry.com.  (no, not free).

    You may find your ancestors were missed, but that doesn't make the census itself "partial".

    I could be misunderstanding what you ask.
