The theory behind this is that even a very stupid person can call Geico. However, the latest findings about Neanderthal Man is that he was a lot more intelligent than we give him crdit for.

caveman is a synonym for an idiot savant and geico implies that even though some people think that they're not smart enough to do something(such as apply for geico insurance), it's not true, they can do it!

That is the joke.  The company's ads say the web site is so easy a caveman can use it, implying cavemen are primitive and ignorant--yet they act just like us.
