Why is the Quebec City summer festival celebated?

Im doing Quebec for my french project and i cant find why this festival is celebrated. If ya don't know the answer could ya recommend a different festival please. Thnx x*x

Quebec's Carnival is a winter event - you should try to come!  It is great fun!

This year, however, Quebec is celebrating it's 400th Birthday - so another party as only The Quebecois can do it! There is no doubt that it is a fabulous celebration.
