Why is the UK not eligible for USA greencard lottery?

They allow almost every other country to participate in the USA Green Card lottery program - including Iraq and Iran, but not the United Kingdom. Not the USA's allied forces who help them in war. Why is this?! Why is it so hard for Brits to emmigrate to the USA?

Well, UK citizens from Northern Ireland can, it's just the rest of you who can't. Any country that sends 50,000 or more immigrants over a five year period is ineligible the next year. So, apparently, there are numbers of Brits still coming to stay on a regular basis. If the numbers drop below 50,000 you would be added back to DV eligibility, but that rarely happens. It's not just Brits, of course. You're in the same boat with El Salvador, Russia, Poland and the Philippines, among others.
