Read the UN Charter. Even amending that document under the terms of Article 108 requires a two-thirds affirmative vote of the members of the General Assembly and ratification of that amendment by two-thirds of the members using the constitutional processes of their own countries. That tells me the organization  defers rather mightily to the political processes of the member states and can't even dictate changes to the organization's own charter.

Because every time they need to enforce something they have to dial America to get it done.

Because it is not a government and has no sovereign powers.  The only part of the UN that actually has anything even remotely resembling governmental powers is the Security Council.  

The UN has no powers to impose taxes.  Its budget is funded mostly by the voluntary contributions of members with the UN merely suggesting how much each country should contribute.  

While, theoretically, the UN has the power to establish an army, it has never used this power.  In the absence of a military, it has no ability to enforce the decisions of the Security Council on any nation (member or non-member).

Bottom line is that the U.N. is merely an advisory body reflecting the sense of the world.  As such, it is not a true government.

United Nations is only an association of countries for purposes of cooperation on economic, security and other purposes but it is not for purposes of governing the world.  Thus, many nations disregard its existence.

It is somewhat a "world government" mainly to prevent world war from happening again.  That's why the 5 most powerful countries in the world (US, China, Russia, UK, France), who can initiate the next world war are given the VETO power to throw out any issue that is not agreeable by them in the UN meeting.  This may not be fair in the eyes of many people, but world peace has a price to pay.  Besides, we should we grateful that these five superpowers are led by RATIONAL leaders who won't simply press the nuke-launching button just because they are angry.

Because it doesn't have governmental authority. It's simply a place where a number of separate sovereign nations come together to mutually make agreements.

It's totally useless though, and should be abolished.
