  3. Your question is vague and fragmented. Tighten it, and provide more detail, and I am sure many would be happy to answer. Specifically, why is American foreign policy ruining your world? Who are you? Where are you from? What about American foreign policy is ruining your world? What basis do you have to call All Americans' knowlege to be "Fractional"?

My friend, there is nothing vague about your question, only that it is framed in the Economics sub-category, thus it can be found to be somewhat broad or anecdotal, thought without basis.  But if one only peers beneath the appearance of what you say, one will 'see' what you are getting at, for you did not mistakenly qualify the phrase "american peoples" with the word "all" american peoples.  Thus in all fairness one can as well suppose yours is not wholly fallacious.  

    There evidences indeed a considerably sufficient number of Americans' knowledge of the world found wanting and culturally remiss, and thus, yes, "fractional." Further, American foreign policy is ruining the worlds of not few peoples at many points on the globe.  One need not look so far and deep to behold the evidence of that -- especially in that of fair trade policy and with respect to deceptive trade agreements in emerging world markets.

  5. Define fractional. Your question can be interpreted to mean that American people are somewhat ignorant and narrow minded. American foreign policy does not run whatever world you live in, perhaps if you examined your government's foreign policy you may find out what it is tied into and why. If that policy is flawed, then it is incumbent upon you and your fellow citizens to initiate change, provided you don't live under a despotic government.
