  1. It is cataloguing dreams and visions, which is always done in the past tense.

  2. It was?

  3. Because it is describing a vision that God had revealed to John through Jesus. So he says things like "then I saw" ... etc.

  4. It actually refers to the past, present and future. For instance, the two witnesses mentioned are those who will bring judgment on the earth during the great tribulation and will shut up heaven so that there will be no rain for the first 3.5 years (42 months) The Bible tells us that the whole world will see their dead bodies lieing in the street in Jerusalem for more than 3 days after the beast makes war against them and overcomes them. The people will be glad and send eachother gifts because the two had tormented the people and now they were dead however, at the end of the 3 days, the two witnesses will return to life and stand on their feet. How could the whole world see their dead bodies laying in the street in Jerusalem? Today we now that it will be by the media of Television.

Reveation was written by John approximately 100 AD. As in all Scripture, It was given by inspiration of God and whilst the Bible had about 40 different writers, it had only one author being the Lord Himself.
