  1. Charges have fields that interact with and influence other charges. Charge-distribution behaves differently for electrical conductors and non-conductors... electrodes conduct well so their electrons are much more "free-roaming" than electrons that are part of a non-conductor. In reaction to electric fields brought about by other near by charge(s) they will rearrange their distribution! Note: only in the absence of other near by charge(s) will the charge distribution in conductor be completely uniform!
