  1. Cyclones, hurricanes, and typhoons all have eyes because the center is a sinking mechanism. The sinking air warms up, which prevents clouds from forming. Also, the eye is a sign of a very intense tropical system. The reason this region is so calm is because of the nature of high pressure. That includes diverting winds, clear skies, and so on.

  2. Winds rotate counter-clockwise around the center of the hurricane.  That means if you move east of the center, winds are blowing north...north of the center, winds are blowing west...west of the center, winds are blowing south...and south of the center, winds are blowing east.  Laws of physics say that for this to be possible, the middle of the storm must be calm, since winds can't be blowing in multiple directions at once.

One way to think of it is that since winds on each side of the storm are blowing in different directions, as you get to the center of the storm, the winds cancel each other out.  Another analogy to think about is driving your car.  If you are going forward at 50mph, and wanted to shift into reverse...at some point your car would have to pass through 0mph, at which point it is stationary even if only for a microsecond.
