  1. It always has been privately owned.  It is a non-profit enterprise, owned by a corporation founded in 1902 by a Methodist minister.  It is not a "public" company, but that only means it is not owned by the government and it is not owned by shareholders who are trying to make a profit.  

    All charities, from the Salvation Army to your local church or synagogue are privately owned.  What matters is whether the owner is a profit- or non-profit organization.  Goodwill, like the others, is non-profit.

    Of course, there has been controversy surrounding Goodwill, including whether their president was being paid too much money.  But that has to do with individuals and not with the private nature of the ownership.
