Why is the goverment putting the tax up on water when they reckon the world is being taken over by water?

All municipal water districts are monopolies and can do just about anything they want as a result. That is why we are seeing the higher prices, The utilities are doing the same thing,

It's reall simple:

Fresh water levels in the US such as lakes and rivers are going down fairly rapidly.

Ocean water levels are slowly going up.
