  1. It's not. The truth is that congress (which is currently controlled by democrats) could force the president to withdraw, but they don't want that.  


  2. The administration and the congress have not seen fit to follow the constitution for many decades.

  4. Well, can you imagine the morons in Congress having anything substantive to do with directing war policy? It would be total chaos. SOMEONE has to be in charge.

  5. Congress is responsible for the direction of the government, not the President. He could (and should have) veto most of their garbage, but they get so little done as it is!
