Most guys stare at every attractive, big boob or fine butt woman they see whether they have agf or not!!  That is just men being men!  Any man, that tells you he does not look, is lying.  He is just good at hiding it!!

99% they are scared...n just dont know of a gal will like it or not...if they like it...then there is no prob...but if they dont there are chances that guy might get slap in return of his stunt....acc we dont know how to approach a female & start conversation...

im a guy who does that....it can be many things. they can be shy, or dont know what to say, or they might think your too hot for them, or maybe your unapproachable whether its bec your friends are there or your family. or they dont wanna be rejected. theres other reasons im sure, sometimes even if its a bad phase in my life even if it all feels right i wont go talk to a chick either.

Your pretty much correct. Usually, it is because they don't think your interested in them or they think starting a conversation with you at a latter time would yield better results.

Guys also dislike approaching girls who are in a group.

If you want to make yourself more approachable, been seen by the guy of your interest alone, smile and say hi or something.
