  1. The effect is called Raliegh Scattering.  Particles in the air scatter shorter wavelegths of light (blue) and pass the longer wavelength's (red).

THe sky is blue due to the angle of the sun with respect to the planet.  Since the earth sits on its axis at a 23.5 degrees when the sun rays hits our atmoshpere, particles in the atmosphere scatter the light.  It scatters every colour but blue, due to its wave frequency and wavelength, thus the only light to reach our eyes is blue.  This is responsible for the blue sky.
