  1. This is called 'heat fixing' to adhere the specimen to the slide otherwise it may be washed off during subsequent staining.

  2. If you mean "heated" then the answer is that it is actually being heated to dry the smear. And you just run it over the benson burner once more after the smear has dried just to make sure that it has completely dried. But you must be careful not to heat it too much as your specimen may get burnt.
