Because the numbering system you're talking about is a base ten system.  That means the system contains the numbers 0 through 9.  In order to go higher than 9 you have to start over again.  You're right that the zero is nothing, it just gives significance to the 1.  Otherwise you would just be saying 1 again.  Hope that helps.

    In the binary system, there are only two numbers, 1 and 0. The zero tells the computer the value of a number by moving the number right or left of the decimal point. The number 1 is equal to 1 in the decimal system. The number 2 does not exist in the binary system; it is designated by moving the number 1 to the left, so you get 10, which is equal to a decimal 2. The binary equivalent of 3 is 11, which is binary 10 plus 1. Now to get a binary 4, you have to move the 1 another place to the left and you get 100, and so on.
