  1. Well, when you make a website and people visit your site you generate traffic.  Traffic puts a load on the servers that your website is on.  Then it costs whoever your website host is, energy for electric, software, and computer space...... they have to charge you to reduce their bills.

If you want to blog or whatever....

http://www.blogspot.com - Google's Blogger.  Real easy to use and pages get indexed quickly into Google.

Google's rich, so they can eat the cost for you.

  2. To have your own domain and have it hosted on a server somewhere is going to cost a little money.  Your site with its pages and images will take up a bit of money and you will have to pay this.

If you want a free website I would recommend trying one of these:

    http://www.blogger.com/

    http://wordpress.com/

Once you have your site you will need traffic.  Read 65 Ways to Get Traffic:
