  1. because they drive worse than people over 25 !  lol

Scientists, just in the last few years, determined that the human mind doesn't really work correctly until (on average) you're 25.  Think of it as a continuum starting with a baby, which can't talk, and doesn't know its own thumb is the same thumb it had yesterday, then a teenager that can't comprehend that its parents had, combined, 14 years of experience being a teenager, and then a completed fully functional brain at 25.  There's a progression between those points.

    Nowhere does society acknowledge this age, except in the area of auto accidents.  You can't name anything else that has a 25-year-old cutoff point.  Auto insurance has had a big rate decrease at age 25 for many years, much longer than this mature brain age idea has been around.

    One other area that is related is the area of buying alcohol.  You are an adult, with full adult rights at 18, except you can't buy alcohol.  Why is that?  it's because of the same thing.  The truth is, calling somebody an adult at 18 was a mistake.

  3. Their accident rates are higher.  Actually many companies do not rent below age 25.

  4. Because they are more likely to have an accident  OR abuse the car.
