If he is walking around in your house...he is just making sure you have a good connection.  Can you hear me now?

LOL. Thats a funny question. Verizon does Home services too. Maybe one of your neighbors decided to get some service. He could be looking for a phone box, or routing a phone cable from the pole to the other house.

Or if you hear him saying "Do You Hear Me Now?" He's just making sure you have service in your area. :P
