  1. Because the normal driver will slow down to be safe and the not normal person will speed up which causes traffic.


  2. because not so many would like to head out to the rain without protection from these droplets,

    sometimes its just coincidence

    you still need to head out to reach public transportation

Weather conditions always alert SOME drivers to drive more slowly to avoid skidding on wet roads.  Rain also hampers visibility, causing SOME to drive more slowly and others to have accidents.  Rain also tends to cause MORE PEOPLE to decide to travel by car or by bus instead of walking, bicycling or using a motorcycle that would expose him/her to getting wet. MORE ACCIDENTS are likely to snarl traffic when it is raining because of the failure of some people to alter their driving speeds, starting times to get where they must go, safe following distances and more cautious lane changes to avoid accidents when it is raining.  Those accidents, slow drivers, additional travelers and last minute rush travelers cause traffic jams.

  4. people are stupid and don't know how to drive in the rain unless you live somewhere like the northwest where it rains a lot

  5. It get little bit more difficult to drive and see out the window.  So people drive little bit slow and then that eventually become very slow.

  7. i live in Malaysia... so during the rainy season, the rain gets very, very heavy... sometime you cant even see more than 100 ft through your window... so people drive slowly because they are more cautious of the danger of the road when it's raining and eventually everyone is stuck in the traffic...

  8. when it rains, more driver's grew more defensive in terms of safety. they tend to drive slower than usual to avoid accidents which eventually, leads to traffic jams.
