What do you mean by specific laws against con men? Laws aren't written to prohibit what people ARE; they prohibit what people DO. Depending on what type of "con" these men you refer to are perpetrating, there can be multiple charges that apply. Some have already been mentioned in other answers.

It depends on what state you live in when it comes to a specific offense by con men.  If the state you reside in does not have a criminal charge, you can always go after them civilly which is easy to do.
