I don't understand your question.  Three billion?  Even 214 million is unbelievable.  I suggest you repeat your Google enquiry as the 'sources' you mentioned are nuts.  Once you get it straightened out please ask your question again, a bit more realistically, and maybe one of us will be able to answer it..

Three billion?  What is your source?  

A task force is created to work on a single defined task or project.  I'm sure there are quite a few projects to be worked on.
