  1. Many insects exhibit huge population fluxations due to predation, but it could just be favorable weather.

First, the favorable weather possibility - In a mild winter, very few moths (eggs and/or adults depending on species) die and you end up with lots of bugs.

Or, depending on your particular moths, they may have been eaten to near oblivion a few years ago, then thier predators starved to near oblivion over the course of the past few years, and now the moths are breeding out of control until next year when the predator numbers will come back up because of the extra food, then the moths will be eaten to near oblivion again....

Many insects are so accustomed to these patterns that they have evolved life cycles to combat predation.  All the adults emerge at once and overwhelm the predators and they all lay eggs at once so that it can happen again next time.
