Why is there so much bi-partisanship?

Bi-partisanship is bad for everybody.

Republicans: Bi-partisanship killed Bush's pet welfare reform project. So it is bad for Republicans.

Democrats: Bi-partisanship killed Bill Clintons pet health care reform project, so it is bad for Democrats.

It doesn't solve anything, so why do it?
