For the same reason that there so many corrupt cops in the USA. power corrupts and the power comes from the badge.

Because the country is poor and hey don't get paid enough so they go corrupt and try to swindle money off tourists as much as possible and make deals with drug lords...It's really sad.. I know Because I'm from Mexico they tried to get money off us one time.. BS.

Because Mexico is a corrupt country from top to bottom.  If ever there was an argument for a revolution, Mexico is certainly the poster child.
