Why is thier no techology that will change the specific gene at the right place in every cell?

  1. Well, depending on what context and what organism you mean there is:

    You can easily remove and add genes in most bacteria and many fungi, such as yeast. This can be done at very specific locations using homologous recombination.

    You can add and remove genes from many animal species, however you need to work with single cells and then grow a mature adult (very complex process: http://users.rcn.com/jkimball.ma.ultrane... Like in bacteria and yeast, you can homologous recombination to introduce changes to genes.

    You can also add genes to plants, but it's more difficult to remove them. Homologous recombination won't work well in plants (except during meiosis). There currently is a lot of research in this area.

    Remember, when working with multi-cellular organisims it is difficult to change the DNA in every cell. You normally change the DNA in one cell and grow an individual from that cell (so all cells will be the same). Attempts have been made to create gene therapies for humans where the same change is made in multiple cells (http://en.wikipedia.org/wiki/Gene_therap... but so far these attempts have not worked.
