Why is the number 23 considered to be bad? Other than the movie.

I don't think it's considered bad as such, maybe you're likening it to the number 13.

I think it's just a number that seems to appear quite a lot, so people think it has supposed "mystical" properties.

The "23 Enigma" refers to the belief that all incidents and events are directly connected to the number 23, some permutation of the number 23, or a number related to the number 23, given enough ingenuity on the part of the interpreter.
