  1. Because water is heavier than oil and will sink under it. Then, as the heat increase, the water will boil off, the steam propelling the oil above in all directions, causing a HUGE explosion.


  2. water do put off fire but it produces heat and smoke which pollute the surroundings so it is not used as a extinguisher
