  4. Because it is a chemical compound that just happens to be liquid between 0 degrees and 100 degrees Celcius. It's no "wetter" than anything else displaying this property.

  5. It is so wet because the hydrogen atoms in it form hydrogen bonds with other polar molecules, it can be made "wetter" by adding a detergent or other surfactant that enables water to dissolve not only the polar inorganic molecules but also the nonpolar organics, such as grease.
