matter expands when heated and contracts when cooled except for water.Why?

When water freezes and the molecules get too close together, hydrogen bonds pull the molecules into a crystalline structure.  The molecules end up oriented such that they are farther apart than they would be as water, but they are still firmly fastened by their bonds.  Almost no other compounds do this, and none to the same extent, because of the high difference in electronegativity between hydrogen and oxygen atoms.

    Ice which is cooled                                             (Solid form)

    Water which is neutral, between 1-99Deg, approx (Liquid form)

    and when water is boiled it evapourates 100deg+ (Gas Form )
