  1. That's because there are a lot of factors that come into play when forecasting weather at mid-latitudes. If a weather forecaster does not take into consideration everything that is occurring (or at least the more important features) and low, mid, and high levels, then their forecasts are likely to be bad. Atmospheric conditions constantly change, and they must not be ignored.


  2. This is the area in which the most varied weather conditions occur.  Weather in general is difficult to forecast as there are many elements to it and its constantly changing.  A vast majority of mature frontal systems that develop pass through the mid latitudes and are constantly upsetting the balance the atmosphere is trying to obtain, therefore you have the effects and remnants of all these systems interacting with each other constantly.
