Why is your body 96 Degrees F but you feel totally hot in 90 Degreese Weather?

Say if your body is 98.6 degrees yet its 98 degrees outside, your sweating and such like its hot outside. But, if its 75 degrees outside its perfectly normal, but the body is 98.6 degrees so shouldn't you feel normal when its 98 degrees outside?
