Why isn't it illegal for members of congress to receive "monetary gifts" when its obvious to anyone

that its a bribe meant to influence legislature? Please no dumbass answers -- i really want to know this because to me, it seems like an obvious problem that is easily fixed. (outlaw it!)

Well, its simple really; who makes the laws?  Why would these people make laws that would hurt themselves?  Thats why we should a revolution and kick all those bums out of power.
