Why isn't phonetic spelled the way it sounds?

Well english has no phonetic system in the first place, i can't even imagine having to learn to read english if it hasnt been spoken and learned since birth. Another example are the words

laughter

slaughter

Why English turned into a completely unphonetical language is something id like to know??
