Why isn't the German National Men's team in the 2008 Beijing Olympics??

I really hoped they were because I support them all the time. It was really sad that they didn't win Euro 2008 but I really hoped to see them in the Olympics. Anyone know why???

The Olympic football tournament is an Under 23 tournament (with each team allowed 3 over age players). The UEFA European qualifying tournament was the 2007 UEFA Under 21 Tournament, which Germany unfortunately didn't qualify for.
