Why isn't the probability of a baby being born in the United States, when there are 50 states, I / 50?

Because population is not evenly distributed on all 50 states (some states have much higher population than others, higher population, higher probability to have a baby born).  You must normalize (estimate each state weight or contribution of total) to get each state probability.

Because I live in California and there is no possibility of my baby being born in New Mexico, for example.
